John Tatum is a driven, results-oriented heavy civil construction executive with over 25 years of experience managing heavy highway, underground utility, and site development projects. He currently serves as President of American Civil Corporation and its subsidiary Virginia Equipment and Development — bringing operational depth and leadership to bear across the organization's heavy civil construction portfolio.
John's career spans Director of Operations roles at Diversified Site Works and Terra Site Constructors, where he restructured field operations and increased production by 23%, and Director of Land Development positions managing portfolios exceeding $50M. Earlier, as Owner and Founder of JL Tatum Contracting Co., he built a company from $500 in startup capital to $32M in gross revenue — completing underground utility and heavy civil projects from Virginia to Texas for DOT, NAVFAC, and federal clients.
John holds a Master Project Management Certification from the American Academy of Project Management and a B.S. in Education from George Mason University. He is OSHA 30 certified, a Virginia Class A Licensed Contractor (Underground Utility & Excavation), a Virginia Registered Land Disturber, and holds VDOT ESCCC certification.

Equipment Operator
Experienced operators for excavators, scrapers, dozers, and graders. GPS machine control experience a plus. Must hold valid CDL or be willing to obtain.

Underground Utility Foreman
Lead crews on sanitary sewer, storm drainage, and water main installations. Responsible for daily production, crew safety, and quality control.
- 5+ years underground utility experience

- Ability to read and interpret construction drawings
Site Superintendent
Oversee day-to-day field operations on commercial site development projects. Coordinate with owners, engineers, and subcontractors to keep projects on schedule and within budget.
- 7+ years site development experience

- OSHA 30 certification preferred
Laborer / General Site Worker
Entry-level and experienced laborers for site clearing, grading support, concrete work, and general site development tasks. Training available for motivated candidates.

Project Manager
Manage heavy civil construction projects from pre-construction through closeout. Responsible for budgets, schedules, subcontractor coordination, and owner communication.

- Strong estimating and scheduling skills
- PMP or similar certification preferred
CDL Truck Driver
Operate dump trucks, water trucks, and lowboys for material hauling and equipment transport. Support site operations with timely material delivery.
- Valid Class A or B CDL
- Clean driving record
- 2+ years commercial driving experience
- Ability to pass DOT physical and drug screen
